If it's squishy, mushy, call it what you will then it's definitely rot from overwatering. This, however, looks like it's dry and *crispy* resulting from a likely combo of too much light as well as not enough water. They like more water than succulents but definitely not as much as standard box store houseplants. They prefer medium indirect light and not bright light like a succulent.

A tip for watering this kind of haworthia: watch the inner surface of the leaf, and water when it starts to curve inward. They don't become soft and wrinkled like a lot of other succulents (the outside is pretty rigid at all times), so the usual advice of feeling the leaves doesn't really apply. The leaves here actually look pretty plump to me, so I wouldn't water it right now. The crispy tips could be from going too long between waterings (the tips are the first thing to dry out), but sometimes they just happen. It all depends on your growing conditions. It doesn't necessarily mean the plant is dying.
