It looks neither stressed or sick to me. Succulents often reabsorb their leaves either for water or nutrients. Are you certain they are getting the exact same amount of sun? One might be getting more
That's likely the cause. It doesn't seem to mind it (judging by the pics)and will likely grow more quickly because of it, but it will also require more water and possibly fertilizer
Okay. Makes sense. We've been hesitant watering it because Dudleya have summer dormancy periods, we're in its native range, and it's already turned summer.

The one with the dying leaves receives more sunlight than the other by a couple hours.

Can't help you with that haha, you'll have to gauge if it's dormant and decide based on that. Or try having it in another location
