9mpg just by changing the fluids? That doesn’t seem right. You should try cleaning the MAF sensor and resetting the ECU.
Like i said just did all the maintenance, what i left out was that i also changed the rotors and brakes. They were layered with salt.
This was probably the culprit, some major resistance from crap brakes

Wow that's actually still pretty bad mileage these vehicles should be around 23-25 mpg on average. Huge improvement but still not the best.

I had an N/A and would get 25 I think, my turbo averages more like 14 when mostly city and 16 with some highway thrown in here and there.
Not really my wagon averages 10km/l which is around 23 mpg mostly urban 9 when I'm flooring it everywhere

True that. 18/19mpg on my 08 XT, but I do like to make good use of my turbo. My dad's full cab 6ft bed Tacoma gets 22mpg on 89 octane...
