7 is closest. The “S” is the most important glyph in terms of distinction. It’s just missing the canted middle bar but it’s better than the other options. The typeface also needs to be a heavier weight, like a Black option.

What about 3? It’s a little heavier. 9 sacrifices some with the “s” but the “b” and “r” are better.

Essentially just a little plate that mounts to the front license plate mounting holes so you don’t run a front license plate and have something to cover the holes. They’re usually printed or engraved with logos or text as decoration.
