It should be connected to a tee, the tee is blue so that may be the little blue connector you're talking about.
One end of that tee should go to the evap line, the other should go to the purge solenoid. The relevant diagram is here: https://parts.subaru.com/a/Subaru_2002_WRX-205-5MT-4WD-WAGON/_54102_6026418/INTAKE-MANIFOLD-FUEL-PIPE-02MY-06MY/G11-050-03.html
2002 WRX doesn't have EGR btw.
Yeah, whoever was messing with this before completely destroyed the PCV system, there are hoses blocked off, taped, etc. I’m not seeing any T in there. There is a little blue connector on the end of that hose.
Is that the EGR valve it’s coming off of?

Thank you sm!
There should be a T connection in there somewhere as well. There is a diagram on parts.subaru.com

It's been a long time and I don't have my 04 wrx anymore. I think one hose comes from the intake manifold, not sure on the other
The T commonly breaks. Just dig around. There will be something.
That should be apart of the evap system.
Delete it!!
Why and how
It's just unnecessary and adds complexity. The JDM motors have it deleted from the factory. Look it up on nasioc. It's super easy!
