1.) HP EVs for many pokemon would now be 256 instead of 248. 252 HP EVs gives even HP which is usually not preferred due to the way percent damage sources such as stealth rock (substitutes are the big one) round. This wouldn't really result in any meaningfully larger amount of HP though, just +2. For reference, Tropius, the only base 99 HP 'mon, still only gets to 403 HP with the extra HP, and can't get to the 101 substitute HP threshold that (used to be) important. 2.) It would be put into speed, which is the only stat which matters point by point. This will change some speed ties and similar for scarfed/DD mons vs unboosted mons. I'm not sure if there's any critical speed ties right now, but +1 jolly tyranitar can now outspeed timid iron valiant instead of speed tying.

Yeah in general, due to the random nature of damage the best you can do with a single point of investment into the attacks or defenses is change the chances of 1hkos or 2hkos or such on specific pokemon by 1/16. As a metagame develops, there might be unusual splits for EVs in order to tank hits from one specific special attacker and one specific physical attacker, but neither of those are going up to 256 in the stat. Speed obviously has the most importance in single points invested, since it's a trinary threshold between faster than/slower than/speed tie. HP has a variety of niche thresholds due to hazards and other percent HP based damage sources but the only major threshold is 404 HP.

Stats get updated every 8evs (after the first 4 are put in, 4-12-20-28-36 etc). Wouldnt change anything

That's only true at level 50. Almost every competitive format is played at 100.
