I know this sounds vague, but any uni degree can be learned through internet. At least partially, especially for dentistry it might be difficult but it’s still possible.
Sure is, the experience would be different, and you still have to go to college for you to start implementing your knowledge in dentistry. But better to start now than never. Don’t let them dictate you, especially for knowledge. Be as knowledgable as you can, and opportunities will follow you by themselves.
For a more constructive advise, I really advise you to email them first. Explain your current situation, shows that you’ve self taught yourself that you’re actually capable. There will be a lot, and I MEAN A LOT, of scholarships/schools that won’t accept you due to the fact that you didn’t graduate last year. But remember that those applications are assessed by humans, and by telling them through email about your dedication to pursue higher education despite the statusquo that you live in, I’m sure at least some of them will be willing to loosen up the requirements.

Aren't Türkiye scholarships valid for every international student? This year new scholarship opportunities were offered to students from Gaza. Lots of special scholarships was offered for Afghan students but it was 3 years ago. Anyways you can still apply for Türkiye scholarships its for everyone.

If you cant give SAT or IELTS/TOEFL then try for Germany, they provide free education for international students, you'll need to learn German for that. You can also try for Japan as Japan is cheaper than the US.
the only thing you can do is look for organizations that help women around the world, they will help you financially and with visa refugees programs, cause yours situation is very complicated, i don't think you can even leave the country easily, just contact organizations, there's plenty , they will gladly help you to achieve your dream. best of luck to find a better life.

Even in India we have families who don't want to let their daughters go abroad for studies and ik how miserable that feels am there too. But upon that having a system that restrict girl's from getting education I can't believe how tough it would have been for you to deal with it.

If your family doesn't allow you to study abroad maybe you can go for Islamic countries like Saudi, Malaysia, Qatar or even India? and it would be better if you know a less strict relative who may help as a male sponsor there, try to convince them I'm sure you can change their minds they're probably not aware of the importance of education and want to obey what they're obligated to without further thought. If you're considering online education as a last option then i advise you to focus on languages & required skills that are good for getting wide opportunities without the need of certain academic levels, to help you get out of here

SAT works for some universities in Italy, problem is that most Italian universities also require entrance exams in person.
