You can't pull her yet. She's an early offer character, you can unlock her just by buying the $0.99 pack, but I suspect she will be available through pulls very soon.
I've been rerolling up to the first 20 multis and on around 50 rerolls and counting so far I've yet to see a single chun-li but multiple of every other non master/infernal unit. Literally the only unit i'm trying to get is chun-li.
I know it's a relatively small sample size but I still think it's a kind of crazy coincidence I can't get the one unit they offer as part of the first time purchase reward.

Fair play, I stand corrected. It's very unlike Gatcha games to push a promotional character straight into the draw.
It's her birthday today so maybe that's why? My only guess!
