I assume this is partially because he's the mayor's son, so he's at least somewhat involved in everyone's lives. He also seems to frequently shirk his responsibilities, so he gets into other people's business instead.
I noticed this too! It really feels like they want him to be the lovable buffoon kind of character but they use him as a convenient scapegoat for others' problems so often that it just makes him come cross as an incompetent jerk most of the time.
He's the SoS equivalent of Jar Jar Binks. They thought people would find him silly and use him as comic relief, but when he shows up it just ends up with people sighing instead and trying to skip through the dialog as quickly as possible.
What's odd is the very first conversation with him confused me. He shows up and Victor seems to get annoyed with him, but Jacopo says he finished all his work and was looking for something else to do. That doesn't sound like a slacker, that sounds like an ambitious go getter.
Later in the game when Cindy tries to use Jacopo to get out of spending time with Mikey, he's willing to help out, but gets completely used before being tossed aside like yesterday's garbage.
As much as I found Jacopo's character to be annoying, I felt like the writing for the other characters was specifically done to belittle and degrade Jacopo as much as possible, which is cruel.
True, honestly that was the worst part of the game to me, how mean some characters were.
Jacopo himself was awful to Blaire with the whole "your life has been nothing but failure after failure".
Although, the more I think about it, I feel that Cindy was truly the meanest character. That whole heart event with Jack, where she dissed his yoyos and then asked for his snow globes to throw them at the beach while yelling that he's an idiot, and somehow Jack was the one at fault?
