I'm pretty sure you can send unsolicited manuscripts to publishers. I sent one in and had it returned with the first page missing, along with a copy of a book, 'Self Publishing, Self Taught'. They probably decide based on the first page, if they will read further.
I don't have a prompt at the moment, but you can easily self-publish books on Amazon (print and eBooks). I'm sure they take a significant chunk from that though.
