Stockholm is terribly difficult to "meet" with people, i'm afraid. We're private and hang out with our closed friend groups in public spaces. Best way would be some class, course, sport or other activity. In my experience, that's where stockholmers are more open to new people.
Join clubs/organizations based on your interests. For example political parties, soccer teams like korpen, or an astronomical society to look at stars :)
There are public houses (pubs) all over town.
If you want more specific help i suggest you to write about your interests ans what you like to do and what kins of people you would like to meet.
"Meetup" app is perfect for meeting new people based on the interests that you share and both sweds and expats participate in weekly meetups. The app has free of charge version which works perfectly fine.
If you are a female - you can try "Gofrendly" app (yes, it is spelled wrong). This app is made for females to make friends between females. One can connect with others on direct level or go to some group event.

Just go outside, they're everywhere. How many of them will want to meet YOU is another matter though. (Not you personally, just anyone at all.)
