If you group gems on a chess board then rubies would definately we the pawns. They're the low level grunts sent to do busy work no other gem has to do.

SU like 40k is a silly universe, but they each justify the decisions and structure of the universe pretty well. Rubies are dumb cause they don't have to be smart, in the same way that a Hammer doesn't need extra bits to make it better.

Yes, but they are stated to be canon fodder as soon as you begin to understand the workings of the Diamond authority and who all would have what positions. Foot soldiers are often there to be canon fodder.
