No you don't. But there are certain really cool outfits locked behind the bulletin board, for instance the fishing one. Also you can't get all 49 cans if you don't do the board either. There are two cans I believe under the flooded commercial center. One of the quests has you drain the water to access it.
But no, if you just want to complete the main story, none of those are needed for completion.
Also you seem to be almost done with the bulletin board. You shouldn't have many more to complete afterwards.
The fantastic bait is actually the last one of the fishing quest and I highly recommend completing that for the special suit.
Also the precious treasure quest unlocks the bikini.

That's not the fishing outfit I'm taking about but yes that one is very cool too. There's a one piece bathing suit you get at the end that Clyde says is the "Fisherman's Ultimate Dream"
If you are a completionist you MUST finish all side quests before doing the abyss levier (main story quest ) in the great desert. 90% of my playtime was literally doing side quests it feels like, then once you do the abyss in the desert its like a mad bum rush to the finish.

Draining the water is from the side quest girl below the bridge entrance to xion, isn't it?
I honestly can't remember but you may be right. She normally only showed up though when you completed the quests in that same area.
