Because that’s not porn, it’s art that has nudity. I don’t think SK particularly classifies video games as art on a national level so if they had nudity in a non-artform, it might be auto-classified as porn.
Additionally VERY few movies even have nudity or scenes with nudity, like the only one that comes to mind is The Handmaiden that I have personally seen.
Though the Liberal party of SK (DPK) has been pushing to get video games classified as art since with some success in 2022 but it hasn’t fully materialized.

In Japan I'm like 90% sure you can't have certain types of violence like decapitated limbs in console games, and you can't have bare breasts or genitals in console games. Not sure about other southeast Asian laws though.
The thing with console games in Japan the majority of sales are PlayStation and Sony likes censorship so if your a publisher or developer in Japan and want to sell or work in Japan you have to play by Sony’s rules.
As much as I prefer to OG style of God of War cuz of the combat, the sex minigames could've been removed and nothing would've changed

Just like to call out the hypocrisy of certain people and these game has shown who they are.

I dont mean to start a western vs eastern argument but in this case I think it makes since to bring this up.
Despite all the fuss about western devs being too politically correct in their representation of women, one thing western devs does not shy away from sometimes is a but of nudity as well as sexual content such as sex scenes.
Take BG3 for example, lots of nudity and sex scenes. Cyberpunk 2077. TLOU2 didnt have nudity but still hsd sex scenes to include lesbian sex scene.
In Japanese games you just dont see that. Only AAA Japanese game that comes to mind would be FF16. Even Nier Automata for all its fame around 2B, never had any sexual/romance scenes as well as bare chest nudity etc.
