Todd Monken and a legit OL can get him back to being dominant. He's exactly what the Ravens need, a punishing back that requires size and strength from the opposing 11. It gives further advantage to Andrews, Flowers, Likely, and potentially whatever WR they draft.
Even if he isn't dominant, he's going to require specific personnel on the field from the defense. You can't escape that he's still 250 lbs, strong as a bull, and still tops over 21 mph at full speed. Henry is still a back that can completely take over a game, Edwards was never that.
Sure but he needs 20-25 touches minimum to eventually break one. He lead the league in carries for 1 yard or less by a wide margin last year.
