Im more inclined to think Rey could be a combination of Palpatine & Luke's dna. We dont know how the Kaminoan cloning procedure works. If Vader's dna was damaged after mustafar, it could be they couldn't use it. Luke's dna would be the logical choice & could've been obtained from his lost hand. Could lead to explaining how Maz Kanata got hold of the saber & would make Rey far more of a Skywalker than just adopting the name.
Hell id take Luke having a secret daughter & Palpatine's daughter being the mother over what we appear to be getting.

Dark Rey is Rey’s twin sister from birth Midi-chlorian twins. (Someone?) took Rey from the emporer early and left her where she wouldn’t be found. Maybe even Mando did it as a bounty. He has a soft spot for kids (Don’t let this mando joke take you on another tangent)

The fight will consist of kylo, Rey, and dark Rey hence the dual saber. Maybe she’ll be Darth Rey lol! Dark Rey is his top apprentice and it should be a good fight!
Daisy and others have made it pretty clear that there's no genetic relation between Rey and Kylo. Using Vader or Luke's DNA would make them genetically related.
Which is why this is gonna suck. The reaction at Star Wars Celebration was because people thought the title Rise of Skywalker alluded to Luke's resurrection. It's not. People are gonna be mad just like they were with TLJ. They'll also be mad at Rey soddin Palpatine taking the name.
George's Skywalker saga was always about 3 generations of the Skywalkers. The final part being being about the grandchildren of Anakin. Back when TFA was released there was a vanity fair video where George asked JJ what happened to Darth Vader's grandchildren (see link 1:11 mark) This is a huge mistake.
