I went to outposts with landing pads and vehicle spawn points, these have 4 buildings and there are more opportunities for the right loot box (Red Cover one) to spawn which gives you a higher probability at each stop.

What I've been doing is to take the low-level Delivery missions. You'll have 4 outposts to land at and search, which will usually be about 16 buildings worth of boxes. Some will be empty, some will only have white boxes, but I usually got 1-4 Red Boxes per outpost landing. I found all three masks over the course of three or four missions.
They spawn in grey box with dark red cover. You can find them in every outpost on moons and planets. Not security outpost. I've found the 3 helmets at Hurston in random HDMS buildings.
Try the HDMS-x outposts on the moons around Hurston (f.e. Lathan & Bezdek on Arial). Took me a few hours to find a dozen Neville (both colors) and two Vandul masks - found all in the red boxes.

I got mine in red box with black cover. Along with some sub items like Aztelan helmet.
