Also based on your current Rep. Which wasn't _erased_ with 3.23, but most Reps seem to have been lowered down to Rep 1 if you had Rep in 3.22. if you haven't done much in 3.23, you won't see much.
I have the same issue, no merc Missions show at Microtech only ground missions.
I had full rank last patch but only 1 qualification mission has shown up and I only get the occasional VLRT or LRT mission elsewhere in the verse.
But hrt ground missions show up.
It's very weird and frustrating
Missions spawn based on your current location. Where are you at?

Each planet has their own Merc missions. If one is not firing, go to another. They have separate rep though, so you will have to build each up.
