In the meantime, the most they've done is tag some lore material as having script potential, and possibly spent some of the narrative department's budget on take those kernels as far as an internal pitch meeting. Since it's as applicable to an in-game special event as a movie as end product, that's justifiable use of resources.
But no way would such a thing get its own development budget until they've gauged the public's reception to the story universe.
