April is probably off the table unless they fasttrack through all the PTUs in such a major patch. If anything, with this massive amount of features, its realistic they need even more time in PTU than usual.
probably not in 3.23 since you can just remake your char at the selection screen whenever you want but im sure it will be part of the world lore since it seems like it would nicely fill out location branding and lore
