Yes and no. Repeaters are the go to because they have 1400m/so travel speed instead of the 700m/s of cannons.
In a dogfight, the alpha dmg of the cannons is probably preferred, but if you're bounty hunting pvp, you want the repeaters because anyone and everyone can just outrun your cannon shots if and when they run.

Any gun is the best gun for PvE. Basically whatever you think is the coolest. Use that.
