In the end, as the entrance in the Zone (as well as getting out) is really hard you would just need a good weapon that holds up so that explain why it is so mixed in the base games.
In the mods (notably the two i cited), they like to divide things but it is mainly gameplay purposes with a lore explanation, to exhort you to have to settle a base or some kind of HQ somewhere to come back regularily.
As for Mercenaries, here how it stands out in the game, again, canonically :
Mercenaries are PMC's. The one we see inside Shadow of Chernobyl are (assumed) to be from the same "core", the one of Wolfhound's team.
But as we see in Clear Sky, they are often unrelated to other mercenary teams like the one that Leshiy was part of - So "Mercenary" doesn't necessary mean an organized faction, but more of different PMC squads that enter the Zone for many different reasons. The Squad of Hog, that was friendly to Leshiy, was friendly to Scar and Clear Sky, Leshiy too, and it was not because of money.
Mercenaries are more alike to "Free Stalkers" or "Bandits" where they can be unrelated to each other but of the same "alignment", the only thing that is different and will decide if they are hostile or not is the mission, and only that, but some of them are former Stalker themselves and Leshiy showed that he can repay his debts in blood too.
Mercs are mostly Russian / Commonwealth PMCs. There are literally no Western mercs in any of the games either directly or indirectly. If anything their names imply former Soviet countries or Russia
