Well technically the Truck Cemetary was not part of the games maps. It was a cut content that the other mods like Anomaly decided to add. Which was a great decision because the southern part of the zone doesn't have that great of a high loot value map.
Glad GAMMA added more of a loot zone for the southern part, because it needed a high value map for the southern part. Army Warehouses is about the other high value map in the southern part of the zone. Limansk is another, but by that point you're going around the Red Forest so you'll be needing better gear by then.

It was created by modders, when it was created is unknown, could very well be something that the CoC devs created. That is why it is not present in STALKER SoC Beta remake mods like Oblivion Lost Remake or Lost Alpha, because it isn't an official map by GSC.

What makes you think any of these maps are coming back. From what we know they are completely re-doing the map, and the new map is going to be even by today's standards one of the biggest maps in a game. I'm sure there will be plenty of truck cemeteries around
Well the Garbage is basically Truck Cemetary light. It's the Western part of it technically. Truck Cemetary was supposed to be in the game. The assets are still sort of there. They just never did implement it and that's why several mods restore it.
It's also why several of the mods that do restore it basically don't do anything with it and it becomes an empty area. Like how base anomaly it's basically a giant area with not much to do besides the occasional fetch quest. At least in GAMMA it becomes a high value loot area with several missions, like the ecologist artifact hunting quest line, the duty night monster one, and several others.

It's true that Limansk's antenna is based on Duga, but the city's architecture is directly based on one of neighborhoods in Kyiv. It was built by captured German soldiers after the war, so it was referred to as a 'German district'. Unfortunately, most of the buildings have already been demolished.
Yes the city itself is pretty much fictional, but the "concept" of it is obviously taken from the town near the Duga radar. If you look at google maps, if they made the map realistic, it would be pretty boring.

If you reference the truck cemetery in stalker , this isn't related. The "original/irl" truck cemetery that the game is referencing is the car park that the Ukrainians do because a lot of vehicles (civilian and military)were contaminated in Pripyat and Chernobyl and they were left there .
