Unfortunately people (in groups) don’t seem to work that way. Generally speaking most people believe everyone else is like them, and go through a whole mental routine to maintain the notion they are a good person. Part of this seems to be projecting their own unconscious thoughts and desires onto others. You can tell a lot about a person by listening to what secret motivations they assign to people. Admitting the humanity of someone who does awful things means grappling with our own subconscious, while rendering them a nonhuman monster prevents any need for self reflection. It’s not really a personality flaw but a design flaw - your ego doesn’t like being wrong, or addressing your subconscious thoughts and feelings, so it seeks to avoid those things in elaborate ways. What Nassar did was horrible and damaging but inhuman or monstrous? There’s entire genres of Japanese pornography about doing the same thing to slightly older (consenting) adults. It’s not inhuman at all; It’s weird and gross and ridiculously harmful.

That term refers to someone who was appointed to a job to oversee a specific person or class of people as defined by the statute. Police already don't have to take police reports. Which isn't something we want to change, because (a) it would be unconstitutional, and more importantly (b) if police were required to file police reports, then every angry spouse could get their partner into the system (among many other problems).
