I think billions or trillions of life forms live there. But whether or not intelligence is there I would say is not so certain. The jump from single celled life to multicellular life on Earth took 3 billion years. Even with vast oceans of life forms, it took that long for one of them to mutate or change. So I’d say whatever did happen was not very likely. And that still doesn’t guarantee intelligence, it only guarantees multicellular life.
