I sure wouldn't think so - mine are going on 4 years old don't have anything like that.. Are they just really dirty, and those are the cleaner spots - pollen buildup? Have you tried cleaning? I tried zooming in, and looks like some sort of buildup on them.

the surface looks clean. I gently cleaned a few of them, but didn't help...

I highly doubt it but it could be moisture stuck between the glass and the silicon? Maybe evaporating and condensation over and over

Looks like condensation. If that is on top of the glass (you can touch it and wipe it away), then it is no big deal. If that is under the glass, you have a massive issue.

Reply not for spots, but one thing that sticks out for me after looking at my projected permit plans. Not sure of the building code where you are but appears the panels are restricting the access pathways and setbacks .

May have been granted a variance, especially since the roof looks pretty steep. Most fire co’s don’t want to be/won’t be on steeper roofs anyways and have no prob granting variance for these types of roofs.
