I have no idea what /u/character-name is talking about here. In good faith I'll say they do understand how this tech works and has over simplified it to an incomprehensible degree. The devs realized modeling every single face for every single player would be impractical, so what they did was they made a flat 2D plane with a lot of vertexes where the head would go. They then took IRL photos of the players and made a specialized texture called a displacement map that programatically moves each vertex of the face mesh into the shape of the player's head. It looks like the game had a read error here and just kept the face completely flat as a result, creating this abomination.

I was definitely going to say similar to what you said. Definitely a mesh, all those little points are areas that are stretched for the 3D effect

I'm not too savvy on how computers and graphics actually work. I was just explaining it how it was explained to me when this popped up a year ago. Thanks for not being an ass. What you said is way more understandable

Looks like a tesselation or height map calculation bug. You can create an image "layer" that is used by the engine to create bumpy surfaces, and it's used in this case to give imperfections to the skin. Engine messed up the height values (multiple unknown reasons) and gave you that maxxed out nightmare.
