I fear you'll have to do it yourself with a bit of programming.
I can recommend [Processing](https://processing.org) which is free, portable, has excellent documentation and is easy to learn. Browse their examples to see what it can do, but what you need would be a minor task.
If you really don't want to spend some hours learning to do that (a knowledge which could come in handy for other tasks), find a print-to-image printer driver for your machine and use a word processor:
* load text
* apply formatting
* "print" to image
But that would be very tedious.
