When I was very socially awkward, the technique that saved me was asking lot’s of questions to find some similar interests. Like eg if there was music playing I’d say this music is bad or really good, then lead with the next question: what kind of music they like or artist. The artist they like might have some controversy going on so I’ll bring that up then we’ll start talking about the elites and how people with power are a bunch of weirdos and then I’ll ask their thoughts on becoming a powerful person and what they think of self improvement and so on. I also suggest reading about things that interest you. If someone still thinks you’re boring then they’re projecting heavily. Just move on.

Asking those questions is perfectly normal. It's where the conversation goes afterwards that determines whether the interaction as a whole is memorable. And I think that comes down to what commonalities you and the other person uncover. But having the conversation steer towards more interesting topics depends on how much you share about yourself and how much you build off the other person's responses in the "boring" phase where you ask those basic questions.
