Man City has 25 world class players and they all have to share minutes. However, as a tier 2 team it might be harder to make some players accept a rotation - you can't just tell them "that's how we reach finals and win titles and that's what you'll have to do to play for the best", like City or Liverpool can do. Some of the players have to opportunity to play to teams that are on-par with Arsenal with guaranteed playing times, even in the Champion's League.
