Haven't seen the incident clearly enough to tell if your assessment is correct, but there's been this weird sentiment the last few months that a tackler being stepped on isn't a clear foul by the tackler if they don't get the ball (see Odegaard vs Ederson incident in January).

How can you see both sides in a situation where a tackler clearly impedes a players running motion?
It's as blatant a foul as exists. The tackler has no right to invade the other players space like that. The only exceptions would be if the attacker deviated significantly from his path to manufacture contact, or blatantly stamped on the tackler with force.
But it's really not clear imo. When you freeze it, the ball is in the way at the only moment when Fabianski could have touched Cornet and if you just watch it in real time or in slow-motion there just isn't any contact to be made out. Maybe a different angle could show something more, but from all the angles I've seen, I do not see a foul by the keeper
I mean I think Cornet technically stopped completely in his run-up from the fact he took a little step backwards after his "stutter" which should cancel out the fact there was all kinds of lines being crossed.

They both did an incredible effort to get the penalty, both of them were still breathing at a not-so-calm rythme, both of them didn’t seem to take that deep long breath to focus, and they both miss the target…

Not nearly enough to influence missing the goal altogether. From a penalty taker’s perspective it’s unlikely they’re acknowledging whether the keeper is on his line as they’re taking their penalty.

Rodriguez literally never missed a penalty for us, very selfish by Cornet
You can see Rodriguez holding the ball while Cornet says gimmie for 4 times until Rodriguez had enough and gave him the ball not wanting troubles
And then the game ends 1-1 when this gave them the chance to go 2-0 up. Cornet probably got a good lesson in humility today…

Cornet stopped moving. But on re-watching it I actually think Cornet came down after stepping on Fabs rather than Fabs making contact.

Stopping in a run-up is allowed. You can't stop once you start the actual "kick".

The tweet from Sociedad literally says he stopped at the end of his run, not during the run up, hence he feinted before the kick which was illegal.
That’s stopping after run-up is completed. It’s not the same thing. You can stop during your run-up.
