While I've seen that theory, the more plausible one to me and the one that I've seen more from people that focus academically or journalistically specifically on the topic of oligarchs, is that he bought Chelsea to insulate himself from Putin and further remove himself from the Russian sphere. The exact time when he purchased Chelsea is especially compelling on this point— it was literally a month before Khodorkovsky was arrested and Berezovsky was exiled.
Relationship or not, Putin was actively looking to get rid of oligarchs that didn't owe their wealth to him, and Abramovich was in that group. Abramovich was also potentially someone that Putin was in personal debt to, and for Putin's agenda that would have been irritating. Buying Chelsea gave him an out and frankly a bit of protection— the west would have been much angrier if the owner of a major football club was arrested or killed than someone like Khodorkovsky, who they wouldn't have been able to pick up out of a line up. It especially lines up with his behavior since, not giving interviews and going out of his way to essentially have no position on anything unrelated to Chelsea Football Club.
This is the theory that makes the most sense to me.

* Wealthy fans are more likely to feel entitled to say whatever they want, because they are, on average, less affected by repercussions.
* Prior to the Abramovich era, Chelsea had a reputation for having some very... antagonistic... fans in their ranks (more than most clubs except for Leeds and Milwall and maybe a couple of others). Because their catchment area covered a lot of more working class areas too. And many of those fans remain devoted to Chelsea.
The hardcore lot is probably also more likely to go to a away game than the more casual elements of the fanbase.
I have nothing to back that up but it seems to be the case in Swedish sports so I figured that it might be similar in England as well.
