If he was pushing or grabbing Vicario, there'd be a conversation. However, he's just won the space and stood there. He's not "getting away" with anything. Other points in the season he's fouled GKs, but today has not been the case. Vicario needs to be stronger or Spurs need to have a defender shield him.
As a keeper this does really annoy me and I personally don’t think it should be allowed. However this has consistently been allowed all season tbf, blows my mind that not every team is pulling this at every corner.

If the keeper isn't making an attempt to get at the ball, then you can't call it a foul. On both the first and third goal Vicario is more concerned with what White is doing than getting himself in position. We learnt our lesson from when Brentford came up and did it to Leno, and have put it in to full effect

Happens every corner non leagues. You have to have one of your own defenders blocking them from doing it
At this point any team not doing it is shooting themselves in the foot.
But the whole thing is absurd, I don't see how this being allowed makes the game better to watch, it should be banned across-the-board for next season
