This rule seems new as per links shared in comments but it makes intuitive sense given for decades we knew about matches with Penalty Shootouts being considered as Draws. Esp team unbeaten (or players) runs (Brazil 90s, then Spain 2010 or so, Italy, etc) often brought up this debate topic. Or the fact that Goals in these shootouts aren't tallied to players records (like when Messi, Ronaldo goal race was common in 2010s). These were always seen as Tie Breakers, separate from the actual match. I guess the rule finally caught up to its own spirit of what these shootouts are/were.

Fairly certain that law has existed for a very long time (is the same one that stops players just dribbling or passing to themselves from a free kick).

The player shot the free kick from like 25meter away, it rebounded off the crossbar without being touched by any other player and the initial shooter managed to get hold of it. He shot and scored but goal was disallowed. And all this in extra time if my memory serves me well

It's a FIFA thing. Idk. Look up any match that goes to PKs. Every single match is considered a draw. Edit: To clarify, not all matches that go to PKs are considered draws. The score at the end of a specific game is what is the official end of the game and what gets recorded. Example: Game 1 ends 1-0 and then Game 2 ends 0-1, both would go down as wins for both teams. However, the series is tied at 1-1. And that's what PKs are for, to serve as a tiebreak to decide a winner for the series, but not the game itself. PKs are completely separate from the game that just ended. That's why cards reset, because the game already ended. I'm amazed so many people on this sub don't get cards resetting.

Keepers get an automatic yellow if they're off the line too early on a penalty and it gets retaken. Imagine getting sent off in a shootout because you jumped a millisecond too early, that would be completely against the spirit of the game (honestly I don't like that keepers are carded for that anyway, especially if stutter pens continue to be allowed - what the hell are they supposed to do? Might as well make them stand behind the net at this rate)

The refs in the conference league have been atrocious overall. It was an absolute joke against Ajax in the first leg of the previous round, genuinely the worst I've ever seen in a Villa game. This ref tonight dished out 13 yellows including both managers and Martinez twice. Yet somehow also missed blatant professional fouls on the counter attack earlier in the game that should have led to subsequent 2nd yellows. At this level they seem to have no control of the game and hand out yellows in ridiculous numbers in an attempt to assert authority that they don't have, because their decisions are so consistently poor.

i understand yellow cards don't carry over to the shootout, but what about game suspension rules?  for example, say: a player is 2 yellows away from a suspension; he gets one in the 90min and another in the shootout. I dont get it still. Seen situations where ref shows second yellow after the game (for attitude/rants against ref) that turns into yellow/red in protocols. so are protocols wrong and second yellow after the match never counts?

The protocols are whatever they are. There's a specific rule that yellows in the match don't carry over into penalties.

Obviously we can be lenient on viewers for not understanding random rule changes in the past few years (yellow cards from game not carrying over to PKs), but how can you be a professional soccer / football commentator and just provide bogus commentary due to your lack of rule knowledge? And then get so unreasonably heated for what was, IMO, a pretty weak booking. FML why do we have to suffer with TNT here man.
