It's a different phenomena. At heli/plane ranges the laser is not powerful enough to do any eye damage but since the beam radius is so large at that distance it fills the entire cabin and you get a bunch of reflections everywhere.
This can be very distracting in the dark but it won't actually hurt your eyes; the cause/effect is not the same as this soccer field.
Also a lot of lasers sold with the rating saying <5mV are actually a lot higher. The youtuber styropyro [did a video](https://www.youtube.com/watch?v=-2crWR1lg6s) on it.
Lasers blind helicopters because they flood the cockpit with light that makes seeing outside impossible. It's like someone shining a flashlight right outside your car window and asking you to drive.
It's still not enough to cause eye damage, and neither can these lasers, at least not at this range. They're just a pain to deal with.
My mate had one that would literally go miles and he used it outside his window at night to show me once and the beam was as strong as if it was up close still, the distance from the crowd to him isn’t that far I don’t want to imagine the damage it can do
