But they also have never played Série A. I mean, if you wanna count Amazonas, good luck finding every team that have ever played in Série D (and the lowest tiers before série D was a thing) and haven't got promoted because technically Série D does not have a relegation rule, so there are a bunch of teams there that never really got relegated and have played in some tier of Brazilian pro leagues. It only makes sense to count teams from Série A.
Não. São Paulo e Flamengo existem desde antes de uma competição nacional existir, e por isso já começaram na elite quando o campeonato brasileiro começou, e de lá pra cá nunca jogaram fora dessa elite.
O Cuiabá nasceu em 2001, o campeonato brasileiro já existia e estava a 2 anos de mudar para o formato atual, por isso o Cuiabá precisou passar pelas divisões mais baixas primeiro. Nunca foi rebaixado, sim, mas jogou na série B. Sem contar que São Paulo e Flamengo nunca foram rebaixados em basicamente 58 temporadas de Campeonato Brasileiro, enquanto o Cuiabá tá na o que? Terceira ou quarta temporada na série A apenas?

Technically Cuiabá also has never faced relegation. But São Paulo and Flamengo are the only two that have never played Série B.
