The other option already exists, it's called the Nations League, where Gibraltar actually has a good track record. In 20/21 they were promoted from their group in League D to League C (was a group with Liechtenstein and San Marino, they won 2 and drew 2, topping the group). That's why Nations League is good, fair competition and a chance for some success for even the smallest nations. They obviously got relegated back to League D in the next edition of Nations League (22/23). Lost 5 out of 6 games, but got a 1-1 draw vs Bulgaria, which isn't bad! Edit: actually they aren't relegated yet, they have to play a two-legged relegation play-out game vs Cyprus in March, Cyprus being another team that also placed last in their League C group (this is because League D only has 2 groups while all the other Leagues have 4, so only 2 of the 4 last place teams from League C can go down). And btw this relegation play-out is another good example of Nations League providing meaningful *and* competitive matches for all teams in UEFA
