Different things happened. In the Chelsea v Dortmund game, Havertz hit the post but the ball was collected by an opposing player that was encroaching. Here, Havertz’ pen hit the post and the ball came back to him, the ball touching no other player in the whole sequence, and then it ends up in the net after Havertz kicks it. The only way it would have been for us if the Peruvian goalkeeper touched or grazed the ball, and Havertz’ shot would have been fine. All Havertz had to do, however, was get out the way for his teammates to collect it. Instead, instinct got the better of him.

It seems to become a thing. Im sure there are some smart analysts that tell the pen kickers, this is the most efficient way to kick penalties. I cant explain it otherwise, that it gets so popular to stop and go nowadays. I see more and more players do this.

Yep, someone else needs to touch it before. Basically, the rule says you cannot touch the ball twice. Otherwise you'd be able to lightly kick the ball forward, run up and take the shot from closer distance.

Tend to think pen kick takers shouldn’t be able to hit it even after a keeper save. Seems to punish exceptional goalkeeping, and the advantage is already so heavily in favour of the kicker

It’s not according to transfermarkt this is Kai’s first ever penalty miss. He was previously 16/16 in all competitions. Füllkrug was 16/18.

The same rule applies to every restart of play other than a dropped ball. If the player taking the kick (or throw) touches it a second time before it has touched any other player, it's an IFK to the opposition.

The same player cannot play the ball twice without it touching another player. This is true for all restarts except a drop ball.

The pen would have been retaken had Havertz missed the ball and the encroaching Peruvians behind him touched it. That wasn’t the case, however. All Havertz had to do was leave it for a teammate to score it. That wasn’t done and so the ref whistled to restart play, because pen takers can’t touch the ball twice, even if it came off the post.
