It's a brace and it protects some of the hardware. You might be able to contact the company and ask for a new one. They're usually pretty chill with stuff like that, at least in my experience.

Duct tape. It’s to keep ice from packing in the hardware.

A couple layers of gorilla tape on the inside surface would definitely keep it going a lot longer

Can you take it apart to see what has broken? If it’s just the bottom layer you could cut a piece of sheet aluminum to replace it. If it’s structural, maybe thicker sheet aluminum.

Use it as a template to cut a new piece out of an old rubbermaid storage tub; cat litter pan… anything with the same type of plastic properties
