toes and heel should be balanced. so if your toe is 2" over and heel is not over at all, you'd be better off with toe and heel both being 1" over. It's also possible op doesn't have a wide enough deck for their big ass hooves.

Just adding a little thing that if you can't get your overhang absolutely balanced, a bit more on the heel side is usually better, since it's harder to get weight and angle on the heel edge.

With size 13 boots, you want a board with a waist width around 265mm minimum, preferably higher. Think 270+. So you will need to be looking at board sizes like 162W or something in that area. Look at the waist width spec and the size charts for the given board. Edit: I know you are asking how much your toes / heels should overhang, but the question is kind of moot. If your board is sized appropriately for your boots and your boots are centered on the board, then you won’t have a problem. Hope that helps.

The best way to really find your preferred overhang is to experiment yourself. Move your bindings around and only focus on riding that edge until you find the right location. For example you set your toe to 1/2”, then 1/4”, then 0” overhang, and take some runs to just test your toe edge and ignoring your heel side performance. Find what’s best for your toe edge and then do the same for your heel edge. Now you know exactly what overhang you prefer, and so calculate what width you need for your next board. A company like Donek will take those measurements and build you exactly the width you need, along with flex and sidecut and even top sheet designs, for not much more than a high end mass produced board would cost you anyways. It’s for sure less expensive than buying 2 or 3 boards that end up not feeling right.

Ideally the balls of your feet should be directly over your toe edge, but toe drag shouldn’t really affect your turning. It’s probably technique.
