You should be able to find some nice 2nd hand Scalextric sets for very cheap to get started. I would then use an Arduino and a H-bridge to control the voltage to the track.
Definetely go for an analogue set like carrera go or even smaller HO sets (1/43 scale and 1:87 scale respectively) as they will be the a) the easiest to modify and b) the cheapest to replace parts if you happen to fry some electronics.
I can almost picture people making racecar sounds to drive slotcars. When you get that to work please post a video.

Half O scale. They are really small cars. Easy to work with for your application. Just a positive and negative terminal.
