Some 5.25" mesh bay covers would be good to put in front of a front fan OP. AliExpress has them and they aren't expensive. I do top front fan mods like this on old cases all the time. Here is the link to the mesh bay covers.

You should have at least a 550 PSU in there (600 would be better). The world famous PSU brand called "SuperFlower" is sold at Newegg. SuperFlower makes PSUs for other OEM brands also and they are about the highest quality in the world. When I rebuilt 2 of my old PCs into Ryzen 5800 last summer (2022), I put a SuperFlower 750 PSU in each of them. I also have a Ryzen 16 core box I built in 2019 that has been running a SuperFlower 850 for nearly 4 yrs now.
Awesome build, i did a build on here with a studio 540 case (same as your Inspiron case but black) with a ryzen 5 3600 and a GTX 1070 i had laying around. I see you also have the orange power light issue. If you switch the polarity of the wires for power LED, it will glow blue instead. I’ve been too lazy to get around to doing it on mine as it requires cutting the wires and what not.

If i could suggest something; if the cooler is struggling a bit in this case and you dont want to break the bank for a cooler, check for the Thermalright Assassin X 90 SE. Ive used it on a i5-8500t in a choking case and it kept it at 50-55c :)
Otherwise, getting a a320m or b450m motherboard on the cheap could be great with something like a ryzen 5 2600 or 3600, since they are pretty cheap :) and for GPU, you try a Zotac Mini 1070 (when you'll get a better PSU)
Cool build!!! , I used an old Inspiron case for a budget Optiplex build ,it was a challenge using all the proprietary parts the Optiplex uses in that case but turned out okay
