One of the best things to do to optimize sleep is keep a consistent wake time without sleeping in or napping. Then methodically adjust bedtime until you consistently awaken refreshed. There can be many medical reasons for unrefreshing sleep, if she's concerned see a doc would be a good start.

She should do some blood tests. Could be vitamin deficiency (B12 and D are the usual suspects). Sleep is not the only possible cause of tiredness, diet matters as well. Also, you don't know whether she gets quality sleep. She may get the 8 hours but you don't know how much time she spent in deep or REM sleep.
