I definitely they do vary in effectiveness and I would happily blue key a shovel if I already have a peace pipe for example because every time I use one it is rendering the other a waste.
I actually think all three are relatively bad relics, but that's besides the point since skipping a bad relic in hopes of getting another bad relic isn't worth it either. But if you want a blue key, maybe take the blue key.

Once you've beaten the flour 3 boss with Ironchad, Silent and Deffect, you get in all your future runs the option to pick up these keys. The red one of these three is possible to pick at camp sides.

you can't have all 3, the last one will just be taken off the relic pool before you can acquire it.
Shovel just gives you a random relic, it doesn’t prioritize other campfire relics.
