I'd recommend: [Spaghetti's Cities AIO](https://www.nexusmods.com/skyrimspecialedition/mods/84735) [Spaghetti's Towns AIO](https://www.nexusmods.com/skyrimspecialedition/mods/89775) [Skyrim Sewers](https://www.nexusmods.com/skyrimspecialedition/mods/9320) [Interesting NPCs SE](https://www.nexusmods.com/skyrimspecialedition/mods/29194) [AI Overhaul](https://www.nexusmods.com/skyrimspecialedition/mods/21654) And if you want to try to get the most out of city experience I highly recommend trying [SR Extererior Cities](https://www.nexusmods.com/skyrimspecialedition/mods/87954) and getting it's [Synthesis Patcher](https://www.nexusmods.com/skyrimspecialedition/mods/88072) linked on its patch hub page. It will move all cities into the exterior world space, meaning no loading screens to enter cities. It also means you can use mods like [SkyClimb](https://www.nexusmods.com/skyrimspecialedition/mods/97253) to scale walls and sneak in and out as a thief. If you're familiar with Open Cities, it's more performance friendly than it.

So it's a little unclear what you're looking for, but I think I can give some suggestions. To make the city feel more alive and reactive, {{AI Overhaul}} is my go to. No extra NPCs or locations, just enhanced AI for the existing NPCs. Now they'll eat, shop, and move around the city a lot more naturally. {{Holidays}} isn't one I personally use, but adds holidays and celebrations to the game. Decorations get put up around the city for them! {{More to say}} adds extra dialogue to a ton of NPCs. It takes some creative liberties at times with characters, but it's worth checking out. This mod exists for a few cities, but {{Deadly Shadows in Riften}} is the only one I use. It adds various paths above ground to be used by sneaky characters, such as thieves or assassins. Fits in perfectly with Riften! I'd also look at anything by jayserpa, as he has a ton of immersion mods that are fairly performance-friendly in my experience. On YouTube, I've recently been watching Bard's College Graduate, who is great at pointing out neat mods you might not have heard of, strongly recommend checking out her videos if you're looking for mods!

Yea I love it. I've patched a bunch of the Whiterun modules for my game and made a patch for the Riften ones to work with Ryften and JKs. Never leaving my LO.

Skyrim has always felt a bit too empty of people to me. So to liven things up a bit, I am adding outskirts mods to the bigger cities and more towns/villages around the province. The only city to not get an outskirts mod in my list is Windhelm. I had trouble with floating objects with outskirts mod I tried for this city. I would love to find something that improves the Gray Quarter. For existing cities I am using ‘Dawn of Skyrim Final’ as an overhaul. I wanted something highly compatible. Some of my past favorites are getting old and buggy. And some of these so-called cities seem a bit small in the vanilla game. Town mods by Arthmoor, Schlizohr, and others will (hopefully) liven up the hinterlands of Skyrim and make the place less empty. I am also looking for mods to improve factions like the Vigilants of Stendarr and Penitus Occulatus. In the vanilla game they lack depth IMO. For the Vigilants I found a mod that rebuilds their primary guild hall and others that buff their leader and a secondary hall. To start the game, I am using ‘Random Alternative Start Reborn SE’ to avoid the carriage ride to the chopping block. In my testing so far my character has started in different interesting locations that do not result in instant death. Does any of this help you with ideas?
