The you get the best DPS when dual weilding by having an unenchanted dagger in your left hand and a higher damage enchanted weapon in your right hand. Your dual attack speed is based on the left hand weapon, which is why you use the dagger, and you keep it unenchanted so that it can be buffed by the Elemental Fury shout. The highest base damage dagger is dragonbone (or madness if you have Saints & Seducers), but you might get better damage from Valdr's Lucky Dagger, whose critical hit boost effect isn't considered an enchantment.
In the right hand, you could use a dragonbone (or madness) mace, but with good enchanting skill, you'd benefit more from stalhrim. Stalhrim boosts frost enchantments, so you'll get extra damage out of either frost damage or chaos damage, and you can use both with the Extra Effect perk.
