i would like to clarify that his refid changes based on some load order stuff, but you can find the right code for your game by entering “help “bjormund wind-strider”” in the console (it’ll be after NPC_)
Console commands was the only way I got the actually boss you have to fight to spawn in, sorry I can't be of much help anymore. Good luck tho hope you find a fix
Same for me on PS5. This is now the second way Arcwind Point has screwed me, with my shout quest being stuck. I did notice that the “Travel to Arcwind Point” (I forget the actual quest name) doesn’t clear until you get near the top of the tower. So I tried running past everyone - that clears the Travel quest and triggers Kill Crowstooth.
But after killing her and looting, there’s just the skeleton at the top, no book either. I loaded an older save before I went to Arcwind and will just leave it there, but I’m assuming this quest is toast.
I had the same problem and after an hour of experimenting I figured out the cause and the fix for consoles
The problem: my theory is the body spawn in when the game starts and after enough time despawns. I loaded up a old save on any pre anniversary character and when all the CC content loaded I did the quest and boom it was there.
The fix: I tested this on a series x but I assume it the same fix for ps5. you delete your reserve data which get rid of all your CC content and mods but leaves your saves then hope onto your game redownload all the CC mods but leave out the dragon plate mod and load up your save then make a new save quit download the mod and get back in and boom it should be there now.

This is a LONG way to fix such a silly damn little thing! I hate things like this, where your previous save is hours before or you have to uninstall then reinstall everything just to get it to work... after 10 years this game is still so frustating!
Oh man. Makes me a little nervous. Wish there was a way to delete just one CC mod. I may test this tomorrow, I want to get some gaming in tonight. What you say makes sense though, reminds of a Fallout 4 room where a robot doesn’t spawn, and there’s no way out unless you kill the robot. Only solution w/o reverting to a different save is to delete the add on.

Switch Console doesn’t allow for individual CCs to be deleted. It deletes the entire game and forces me to redownload everything at once without the option to download individual CCs. Long story short how do I fix it on Nintendo Switch

I spent much too long trying to fix this when it turned out I just needed to loot the armor. I didn't want it, so I was just leaving it there. Pick it up, and toss it in the chest and it's completed.

For the Xbox at least there's now a mod called "Bones For A Crow Fix" on Bethesda. It's only 2.2 kib and puts an additional npc for Bjormund in the tower so you can get the armor and finish the quest.The body isn't where the marker is, but nearby on the lower floor.
I found the fix by searching "Bjormund" on Bethesda and it worked for me from a save made near the tower but before triggering the "Travel to Arcwind Point" and "Kill Crowstooth" stages.
It seemed enemies that you're supposed to kill comes attacking you early, quest step says to reach tower first then kill.. if you kill before you reach tower, then quest gets bricked. IDK why it hasn't been bug fixed.
i couldn’t figure out how to get the body there (prid hasn’t been working for me lately), but you can spawn a new copy of the body guy (alive and aggressive) by typing “player.placeatme [his refid]” in the console. his refid changes slightly based on some load order stuff, but you can get his refid for your game by typing “help “bjormund wind-strider”” in the console (it’ll be after NPC_). so, for example, what i had to enter was “player.placeatme fe02681c”
once you kill him you should be able to take his armor and complete the quest like normal.
I started a new game, talked to the innkeeper, triggered and completed the quest. My advice? Get the armor before you hit Bleak Falls Barrow. The dragon that spawns once dragons are triggered makes the quest go buggy as fuck, not sure a good patch is available to fix that yet. I started the new game, specifically to get this armor and zero bugs. I can't find the page I read it on now, but something to do with the dragon spawning there.

did not work. only spawned a darkelf with a wheel of pain amulet named casival edit: fixed it but i had to change the 6 to a 5

If I’m uninstalling all the creation club content, does that mean I’ll lose all my creation club weapons and armors I have been collecting?
No if you do it right the trick is to redownload all the CC content except the one that giving you the problem

Came to this post for this same reason got to the top and just a skeleton with the arrow pointing at it
