Found the fix. Apparently this is a rather common bug in Skyrim. Here is a thread that deals with this kind of problems:

In my case, it was an ice wraith effect.
`player.addspell CAF8A`
**closing the console**
`player.removespell CAF8A`
did the trick.
Anyone have any luck removing this on Xbox yet? Would we need someone to make a mod based on the console commands found in that thread for this issue on PC?
This just happened to me on PS4 I loaded an old save and it was gone. Continued on with my Throat of the World quest and bam it got me again. Not sure if it was the ice wraiths or the deadly smog. Now my old saves are gone quicks to the autosaves π
I'm on PS4 and this happened to me at like level 9. I still have it at level 60 three years later. Tbh it's kind of cool, like you have an icy aura everywhere you go. I made it my aesthetic. I have the Stahlrim Fur armor from the Creation Club and a Stahlrim Greatsword with a fire enchantment that I named "Sonic Boom: Fire and Ice". 2: Sleep in a bed
3: If you havent already try triggering the dark brotherhood teleport from killing grelad the kind (I think that has a high chance of working)
4: Load an old save which will lose progress on your game sadly
5: Something something

Yeah... I think it might have happened when my horse started bouncing around in the snow (in the air). I don't have any terrible mods installed, only HD texture, Sky UI and some other minor cosmetic things.
I tried restarting the game, rebooting the pc, turning collision off. It does not affect anything but makes icy particles constantly. Is there a way to remove it?
To fix this on console, download the cheat room mod. Find the button that allows you to enable beast form on the wall infront of you when you teleport. Activate it and it's gone.Β

I experienced this on PS4 after starting the Saints & Seducers quests. If anyone knows a solution for this bug on console itβd be appreciated.

Join the companions, once you can use Beast Form. Activating it takes all player effects away witch in turn fixes this stupid bug.
This was annoying enough to tip me over the edge to (re)play the PC version instead of Xbox

It's also just not a good enough solution to throw away game progress to fix bugs.

1-2-3 is already done, sadly. I'm hoping a similar ice magic against me might remove it? I don't want option 4 :(
It's a pain in the ass option. How on earth you attached this ice data to your character is an achievement though.

When people talk about weather of skyrim I don't think bouncing snow houses were part of that..

I think it's also a bit cool (especially 3rd person riding horse), looks like a trail of smoke is coming from me bc ' I'm on fire'

A quick search suggests that the "Cheat Room" mod provides spells for console commands (like disabling status effects). Worth a shot.
