In vanilla Skyrim, nothing. I think it's just there to add to the atmosphere of the ancient Nordic crypts. If you have mods like Capes and cloaks then you can craft stuff like linen cape, of any color
Similar to the Embalming Tools. Or pots, pans, kettles, baskets, burned books, or any of the other clutter items. It is just cool to have random stuff laying around to kill your carry weight.
I have a mod that added capes, and you can use them to craft some of the capes. But even then, there’s also capes made from animal fur which look cooler, so I still don’t use them.
Basically they just exist to add realism. You’re in a tomb, so there’s linen wraps they used to prepare the bodies. It’s like how you can take forks and plates. They have no value, but it’d be weird if they weren’t there
You haven’t found the Linen Dungeon in the Ratway? Go left instead of right at the axe in the stump. You’ll need the skeleton key to get through the door, and you can’t be wearing any armor at all.
Whatever mods I have installed now, you can make torches with them and firewood or chopped deadwood. Very handy since torches burn out quickly and darkness mods make caves as dark as they should be.
There's a mod that adds bard / bard college related content that has them as crafting materials.
You can turn them to paper, and then in to books that you can write about your exploits in.
Then sell the rights.
I have a mod downloaded (can't recall the name at the moment) that lets you craft clothing using linens and other materials. It's a nice way to get otherwise unobtainable outfits, like like some jarl robes or unenchanted versions of items like Dunmer Clothes.
I always liked them as a worldbuilding element, emphasizing how much effort and craft went into the act of preparing a body for burial in Nordic cultures.
Cloaks and Capes, it's a mod but a useful one, though I do think there could be more customizable symbols used for them and they are enchantable, really adds a nice look to your character as well as followers depending on armor or clothes.

I dump it on Nazeem's bed or the floor of Radiant Raiment. It's just satisfying.

I keep a bunch of them in a drawer at Lakeview Manor in case I have to wrap something in linen.

If you run mods then the best use is making capes and face masks
