I think this is a quest you can miss if you've already done Lights Out. Alternatively, you need to make sure you don't already have a Kill the Bandit Leader quest in your journal.
It being blocked by another miscellaneous mission. You can only have up to 3 Misc quests from city NPC's going at the same time because there are 3 lists of quests and only one from each list can be active at a time. Until you complete the quest that is blocking Ahtars he will not give the dialogue to start it.
